Title: bitcoincore banned all peers and I can't to sync

bitcoincore banned all peers and I can't to sync
I started downloading the chain and got to 14% and it just stopped and still shows 7% per hour but not moves.
I checked and it banned all the peers and everytime I unban them they just get banned again, what is happening ?
